I can confirm this bug on Fedora 28. KTorrent v5.1.0. x86-64
The torrent file is valid and actually was exported from KTorrent itself.
KTorrent is able to open the same torrent file as a fresh file (using Open
Torrent action), just not by "Import torrent".
