This may only happen with monitors with a small difference in vertical
resolution.
In my case the left primary monitor is 1920x1080 and the right monitor is
1280x1024.
The attached video shows how the right screen is snapping to a vertical offset
of 28 and 104 and nothing in between so it's impossible to drag it to the
position where bottoms would line up, which is probably at a vertical offset of
1080-1024=56.
