When creating a group for an effect, then the effect group initially shows the
"stroked-eye" state, this is disabled state. However, the effects are all
enabled and effective. Only after toggling the group state, the effects are
properly synchronized with the group state.
However, a user would probably expect the effect group to be enabled when
created from an enabled effect; and otherwise disabled if the effect was
disabled.
