A video of the problem in action.
When I try to move my brush around with my mouse, the brush does not align
properly, moves to random areas of the screen, and refuses to let me work on
the lower part of a canvas. It practically renders the program unusable for
drawing.
This problem does not occur with my mouse, not does it occur in any other
program that I use. In the past, it has occured with my Wacom Intuous Pen Small
tablet and currently with my XP Pen Star 03 ExpressKeys.
