Your problem could be caused by several different things, ranging from a (non-standard) Windows Defender setting that forbids applications from saving a file to a temporary directory then copying to the final location, to permissions issues -- it's impossible to say at a distance. You could first try to create a different user account on your system and check whether that user can actually save images.
