To reproduce the bug:
1. Open System Settings > Printers > Configure
2. Make changes for printer (Canon MP280 in my case)
3. Click "Apply" or "OK"
4. Open System Settings > Printers > Configure one more time to make sure
settings have not been applied
Printer settings are not saved at least in KDE Neon Plasma 5.13, Kubuntu with
KDE 5.12.5, Manjaro KDE 5.13
