I have Dell Latitude 7490 laptop. It has touchpad "DELL081C:00 044E:121F
Touchpad". And it doesn't work in Kde neon 18.04 because of these changes in
neon-settings package

I can fix it by removing links or by installing synaptics driver which is
default in 16.04.
I think it would be better to leave libinput by default. Yes, KCMs do not
support it, but it just works out of the box.
