Yes, throughout Plasma and KDE software in general, Plasma and Breeze icons
change their appearance based on size, so we can optimize the presentation for
different sizes. A part of this is that above a certain threshold, monochrome
line-art icons can become full color. So in your screenshot, it's intentional
that the large icon is colorized and the small one is monochrome line-art.

Whether or not this *should* happen is a separate issue, but the assumption is
baked into our icon theme and I don't think it's likely to be changed. If you
don't like it, you're welcome to use a different icon theme.
