Neon dev unstable here...
Search for "formats" KCM in the apps launcher and open it.
Window shown in my screenshot have both horizontal and vertical scroll bars.
Sometimes such scroll bars disappear when I check "detailed settings" and
select another option in "Date/time" drop down (France co-FR, for example).
