SUMMARY
As the title says add the option to use the general animation speed to the blur
effect on the login screen.
STEPS TO REPRODUCE
1. Power on or unlock a system using the new blur effect
OBSERVED RESULT
The blur effect feels slow/fast for some users.
EXPECTED RESULT
Being able to adjust the speed fade on the blur.
