[Sorry for late reply] I used EasyTag and Kid3 and they also make Dolphin show ogg album art. I wonder if it has to do with PuddleTag not being maintained since 2016 and still using QT4 technology. Also when I used audiothumbs-frameworks-master, unlike you Dolphin never showed them as Audio Files (audiothumbs-frameworks) and had no effect on ogg album art edited by PuddleTag.
