STEPS TO REPRODUCE
1. Open System Settings
2. Open menu in top teft corner - it's visible
3. Close it.
4. Open menu in top teft corner again - now it isn't (it opens with size of
~1px)

ADDITIONAL INFORMATION
The same thing happens in SDDM with select-session-menu.
