As I said it is not related to Calligra, but is a system wide bug - The
applications you mention are not qt applications. I would suggest you file a
bug with your destribution.
However I've also tried and I am able to write ê just fine - but please note:
alt gr + ù does what you expect
alt gr + ç produces the ^ immediately
