In fact both plasma-workspace and plasma-wayland-session packages were rebuilt, both are installed here. Now I noticed that the problem occurs only on X11 session and plasma-pa applet also is not working. As you can see in my screenshot, it detects no sound device. On Wayland both double-click on desktop and plasma-pa applet work as expected.
