This is turned on by
echo -ne '\e[?1004h'
and off by
echo -ne '\e[?1004l'
It's called "FocusIn/FocusOut" at
http://invisible-island.net/xterm/ctlseqs/ctlseqs.html.
OP should investigate which utility turns on this behavior for them.
