Issue example
Dock displays popup of global menu applet even when it is empty. This does not
happen with standard plasma panel.
STEPS TO REPRODUCE
1. Add "Global Menu" widget to the dock
2. Minimize any windows
3. Hover mouse around the area where global menu is supposed to show up.
OBSERVED RESULT: Tooltip of seemlingly empty area is displayed. Screenshot
attached.
EXPECTED RESULT: No tooltip should show up.
