That's a bug in fglrx, for kwin, disabling the blur cache *might* prevent it
("kcmshell5 kwineffects", filter for blur, click the configure icon - it's the
only checkbox), but given you encounter crashes with plasmashell (GL driven
QtQuick) and fglrx is deprecated by AMD and unsupported by the majority of
Linux distributions, consider switching to the radeon or amdgpu driver.
However:

This is incredibly crash prone (QtQuick bug/s) - switch to the breeze
decoration in "kcmshell5 kwindecoration" or you'll likely encounter more
crashes.
