I strongly disagree. The Meta key (key-up) should have no relation with Alt+F1 key. For example, I use Alt+F1, but don't use Meta. (There's setting for this in ~/.config/kwinrc — "[ModifierOnlyShortcuts]\nMeta=", but it's quite counter-intuitive.
