SUMMARY
No support for KDE system wide proxy.
STEPS TO REPRODUCE
1. prevent outgoing traffic (http, https, ftp depending on your apt
configuration)
2. setup a proxy
3. setup that proxy using KDE system settings
4. try to get any package using discover: no connection
OBSERVED RESULT
No connection (timeout)
