Changed the line in #4 line <binary>kexi</binary> to line <binary>kexi-3.1</binary> in /usr/share/metainfo/org.kde.kexi-3.1.appdata.xml It made no difference. I checked the association per #5, it was already set to kexi-3.1. And, running kexi-3.1 /database/dbname.kexi in a script does not open the file.
