SUMMARY
Since a few weeks now, I can't upgrade packages with discover in KDE Neon. I
must use neon or command line in order to upgrade. Package upgrade notification
is working, but leads to a grayed upgrade button
STEPS TO REPRODUCE
1. Start discover or click on uprade notification.

OBSERVED RESULT
Upgrade button is grayed so I can't upgrade with discover
EXPECTED RESULT
to be able to upgrade packages with discover
