Fixed with these two changes to the KNewStuff backend's library:

The fixes will be available in KDE Frameworks 5.54, which is scheduled to be
released in a little under two weeks:

Brave souls can compile the fixes themselves and report back regarding whether
or not it fixes the issue for them.
I've done so and can no longer reproduce the issue.
