I think it's possible that this is resolution-dependant? I'd *not* run into this on the first pass of a video I was making, which was a standard 1080p @ 30fps. The main source clip had been a vertical cellphone video, and I'd realized basically at the very end that I'd been encoding w/ the huge black bars on each side, and decided to redo the project in a "native" vertical resolution (1080x1920). At *that* resolution, the freeze effect totally doesn't work when there's a title overlay, but it does work fine when using the standard 1920x1080 instead. I've been able to reproduce that twice now - "regular" 1080p consistently works fine for me, but the vertical resolution consistently doesn't.
