wizard create new account page, too many spinners!

There is no need to have one spinner on the bottom that says "Please wait" if
there's going to be another spinner in the center of the screen.
Also, due to Bug 404021, there are a grand total of *three* spinners spinning
at the same time! The effect is very odd and slightly disorienting.
