For some reason I fixed it by changing my user password, logging out and back in. After logging back in with my new user password once again Kwallet came up. I entered the new user password, again it gave me error code -9. I tried my original user password and it worked. I logged out and in again a few times and still the old user password worked for Kwallet, no more code -9. I then went into the settings and changed the Kwallet password to something new. I logged out and back in and typed the new Kwallet password and again it worked fine. I haven't encountered the code -9 since.
