Had it not been for what you've found, this issue could've remained unresolved for who knows how long, if not forever. I am on 5.15 as of this morning and did a small test of moving around a bunch of files and folders and removing some and everything held it's position after the subsequent reboot. It "may" be premature (I hope I'm wrong, but I'm something of a pessimist in general), but I think it can be said it's fixed. If I manage to get myself to add/delete/move more files and reboot several more times and it sticks, then I'll be even more confident the fix is for certain.
