STEPS TO REPRODUCE
1. search for "notifications" kcm in the apps launcher and open it
2. make sure "accessibility" event source is selected
3. select "A lock key has been activated" or "A lock key has been deactivated"
events, check "play a sound" and "Show a message in a popup" options
4. click "Apply" button
5. press caps lock or numlock keys to test your settings
OBSERVED RESULT
no notification shows up, no sound plays
EXPECTED RESULT
plasma shows a nototication and plays a sound
