And adapting the struts might also not what we ever want to do, after all is the width of the panel itself defining which area should be covered, also is the value used for rendering any content, and the theme should just be about how the background looks like. Currently the *mask-* elements are not documented at https://techbase.kde.org/Development/Tutorials/Plasma5/ThemeDetails this needs to be fixed as well.
