SUMMARY
Kirigami.Action can show tooltips. They are shown with no background, causing
readability issues.
STEPS TO REPRODUCE
1. Run 'kcmshell5 kcm_splashscreen' or 'kcmshell5 kwindecoration'
2. Hover over the 'Play' or 'Edit' icons
3. A tooltip appears.
OBSERVED RESULT
The tooltip has no background, see attached screenshot
EXPECTED RESULT
The tooltip uses colors from QPalette::ToolTipText and QPalette::ToolTipBase.
