It's 2019 and KDE5 and the "plan to have Present Windows as QML" either didn't
materialize, or the QMLization didn't involve the dimming feature. As late as
November 2018 people were actually hacking in C++ to get rid of this "feature",
as evidenced here:

If there is any "featuritis" involved, it is the inclusion of the window
dimming feature in the first place. I therefore upgrade this request from
making the feature configurable to removing it altogether. It harms the ability
to locate the desired window visually, it is a health risk if the framerate
drops too much (see 303437), and it has no redeeming qualities whatsoever.
