Would you be able to check your ~/.config/kioslaverc and make sure the data is correct? Otherwise we'll need to see alternatives. You could also try setting the proxy information using: qdbus --system org.freedesktop.PackageKit /org/freedesktop/PackageKit org.freedesktop.PackageKit.SetProxy to see if it's the backend that can't find it.
