If you can add either 1) an extra tab at the systemsettings formats kcm to edit the formats system wide or 2) a "apply system wide" button at the current formats kcm page, similar to the "sync" button of the sddm kcm, which will apply the current formats configuration to /etc/locale.conf (the actual path may be needed to be configurable, since I don't know if all distributions are using the same file).
