SUMMARY
STEPS TO REPRODUCE
1. Activate transform tool on selection
2. use arrow keys to move selection
OBSERVED RESULT
Nothing happens
EXPECTED RESULT
The same behavior as with the move tool: nudge 1 pixel using arrow key, or
5(10?) pixels using shift-arrow keys.
