In paint layers when you add a layer style, the "FX" icon appears to the left
of the lock icon in the layers docker. However in vector layers the FX icon
appears on the empty spot to the right, where the alpha-locked icon is in paint
layers. This should be made consistent.
Reproducible: Always
Steps to Reproduce:
1.create new document
2. create new paint layer and apply layer style to paint layer
3. create new vector layer and apply layer style to vector layer
4. examine layer docker
