It also happens in 4.2.8.

STEPS TO REPRODUCE
1. Select any area on the canvas.
2. Create a filter mask.
3. Convert it into a paint layer.

OBSERVED RESULT
The background becomes transparent, and black areas appear around the converted
layer(which is bigger than the actual layer).
