If that file opened with no problem but you couldn't draw in it, there are
various possible explanations.
One is that you have a small selection active that you haven't noticed. In this
case you'd be unable to draw/paint outside that selection. You can test this
possibility by doing Select -> Deselect to remove any selections.
There are other possible causes involving layer opacity and layer blending
modes that could be investigated.
You seem happy to carry on so I'll set this to Resolved Not A Bug.
If you have any problems like this in the future then please do report them if
you can't figure out what's happening.
