When the toolbox icons is resized to 14X14 and 16x16, the Transform Tools
(Crop, Move, Transform, Measure) is not clickable and not responsive. Only when
resized to other size than those two, it works.
Different from Bug 362764 - Toolbox Icons Resize problem

Steps to Reproduce:
1. Change the toolbox icon size to 14x14 or 16x16
