Ensure that speech-dispatcher is installed. You did not specify your distribution, but for Mageia 7 I have installed the following packages: - espeak - lib64dotconf0 - lib64espeak1 - lib64ttspico0 - python3-pyxdg - speech-dispatcher-conf - festival-freebsoft-utils - festlex-CMU - festlex-POSLEX - festvox-kallpc-common - festvox-kallpc16k - lib64eststring1.2 - lib64speech_tools2.1.1 - speech_tools - svox-pico - python3-speechd 2. Ensure that speech-dispatcher is configured properly. Open /etc/speech-dispatcher/speechd.conf (from root [2]) and uncomment your preferrable TTS engine. For example, there is a line #AddModule "pico" Remove "#" to obtain AddModule "pico" and save the file. Please report if it helps.
