I have openSUSE Tumbleweed installed on VirtualBox, where SDDM has version 1.18.0 (current Neon has 1.17.0) and the Breeze theme works correctly. I compared Breeze theme on Neon and openSUSE (as I understand, the theme is just a collection of qml files, images and scripts), and I didn't find any differences that could affect the behavior of Enter key.
