STEPS TO REPRODUCE
1. open system settings in icon view mode
2. open any kcm
3. minimize and restore system settings window
OBSERVED RESULT
"Configure" button appears above kcm title.
EXPECTED RESULT
"Configure" button should never appear above kcm title.
