An interesting detail:

If the taskbar is set to "auto hide" or "windows can cover", and you maximize a
window, the window will reach all the way to the bottom of the screen and will
be partly covered by the taskbar. If the taskbar is set to "always visible",
the window will reach only to the top of the taskbar, and the entire window
will be visible.

This suggests that the desktop honors the taskbar visibility setting, and that
it is only the taskbar that refuses to hide.
