It's possible that there's something wrong with X, but Alberto's hint to
"force" panel to always be on screen in KDE settings made problem disappear for
me. So Plasma somehow must be aware which screen is which. Also, in my case
when panel went to the wrong screen it didn't look like just screen confusion,
since wallpapers stayed on correct screens and the panel didn't "take" the
space on the wrong screen - applications behaved like there wasn't any panel at
all.
