We love how configurable it is because one can fully customize the user
experience, which is what we do. My comments are towards enjoying the detailed
configurability to optimize user experience and protecting that configuration
when necessary also to optimize user experience.

If in doubt I would prefer charging users who want to perform a change with an
extra click rather than saving a click to users who are not sure what they are
doing.

That said, if you prefer to auomatically enter "panel edit mode" from clicking
on the Customize Layout menu item, it would still be an improvement over the
current situation - at least there would be a global place to enter/leave
configuration mode that includes visual feedback from top and bottom (see
screenshot) in relation to what is going on.
