SUMMARY
STEPS TO REPRODUCE
1. open the settings windows
2. go to regional settings (I guess it is called like that in english)
3. click on Add language
OBSERVED RESULT
the opening window is flickering and becoming unusable
EXPECTED RESULT
the windows should open as normal.
