initial-setup fails on libattr, even if the package is installed.
Steps to reproduce:
git checkout ca90af91d60ca818d0104e8f8bebf9d4ed7c9500
./kdesrc-build --initial-setup
...
'xcb-util-keysyms-devel' providing 'pkgconfig(xcb-keysyms)' is already
installed.
'pkgconfig(libattr)' not found in package names. Trying capabilities.
* Ran into an error with the installer!
