I think Chris's approach as an out of tree > option is probably the best compromise. Most CSD apps doesn't have standard menu anyway, so it's obvious that some apps won't support it, but most will. There are apps that won't support global menus (Spotify, Steam, Vivaldi and few others) and yet this isn't a problem for most of us, because those are exceptions and the average Plasma users won't install too many of CSD apps anyway.
