I'm facing the same issue.
Device: Microsoft Surface Book 2.
OS: Windows 10

1. I have enabled "Use Pen Pressure" but it doesn't register pressure. 
2. Upgraded Krita from 4.2.8 to 4.2.9 but no luck.
3. Tried both "WinTab" and "Windows 8+ Pointer Input" in "Tablet Settings".

Nothing seems to work.
Pen pressure is working correctly in OneNote Application so it isn't a hardware
issue.
