I'm sorry, but that's not how local selection masks work; they only apply to
the layer they belong to, not to all the layers in a group. I admit that that
would be more useful, but it isn't a bug, but a feature request (and one we
really to be careful when implementing, because there are many existing files
out there that might rely on the existing behaviour.)
