STEPS TO REPRODUCE
1. Open kde-add-printer --add-printer
2. Wait for network protocols to load
3. Press Windows Printer via SAMBA
OBSERVED RESULT
Browse button is grayed out
EXPECTED RESULT
Browse button works.

ADDITIONAL INFORMATION
system-config-printer doesn't seem to have any problem doing the same.
