Plasma desktop's "Software Updates Available" notification
SUMMARY
I get a nice notification that "Software Updates Available \ You have 50 new
updates" from Plasma Desktop Workspace. But clicking on it does nothing. Why
doesn't it pop open the Software Updates panel that appears when I click the
blue up-arrow icon (↑) in the system tray area?
STEPS TO REPRODUCE
1. Install Fedora 32 KDE spin. I think it defaults to X11.
2. Wait a few days.
3. When Plasma notifies you that Software Updates Available (see attached
image), click everywhere on the notification.
OBSERVED RESULT
Nothing happens.
EXPECTED RESULT
It should open the blue Software Updates panel from the system tray directly
underneath (see attached image).

ADDITIONAL INFORMATION
This sounds like Bug 401985 - "Updates" notification doesn't open Discover if
minimized" and similar Bug 416875. But the full Discover application
(/usr/bin/plasma-discover) seems to be a different thing than this system tray
panel. If I click on it like crazy `htop` shows a plasmashell process eating up
CPU. If all I'm doing is updating packages I don't need to run the Discover
application, this small blue panel with its [Install Updates] button is fine.
(Should there be a plasmashell component in this bugzilla for the Software
Updates panel?)
